Remember, Baltimore voters overwhelmingly supported a 2022 charter amendment to ban the sale or lease of the city’s 700-mile underground conduit system . The public made it clear: this infrastructure belongs to the people. But Scott’s administration went around that decision. Under the 2023 agreement, the city technically “retains ownership,” but BGE now controls most of the capital improvements and decides where money is spent. The deal also ended BGE’s multi-million-dollar annual franchise payments to the city , shifting the financial burden while allowing BGE to recover its investments from ratepayers — which means higher bills for you and me .
