Baltimore Voters Played Themselves
Everyone in Maryland is now complaining about skyrocketing energy prices — but I warned you during the last mayoral election. Instead of listening, people laughed it off like it was a joke.
And what happened as soon as you re-elected Brandon Scott? He turned around and cut a deal with BGE. Remember, Baltimore voters overwhelmingly supported a 2022 charter amendment to ban the sale or lease of the city’s 700-mile underground conduit system. The public made it clear: this infrastructure belongs to the people.
But Scott’s administration went around that decision. Under the 2023 agreement, the city technically “retains ownership,” but BGE now controls most of the capital improvements and decides where money is spent. The deal also ended BGE’s multi-million-dollar annual franchise payments to the city, shifting the financial burden while allowing BGE to recover its investments from ratepayers — which means higher bills for you and me.
So let’s call it what it is: Scott sold Baltimore’s public infrastructure to BGE in everything but name. The politicians and lawyers can play word games — “It’s not a sale, it’s a partnership!” — but the end result is the same. The people lost control of their asset, and BGE gained power.
Now everyone’s shocked by the bills hitting their mailboxes. But this is exactly what I tried to warn you about.
This is how it breaks down:
BALTIMORE’S CONDUIT DEAL WITH BGE
Ownership
-
The City of Baltimore still owns the 700-mile underground conduit system.
-
A 2022 charter amendment bans any sale or lease of the system.
Structure of the Deal (2023)
-
Set up as a public-private partnership between Baltimore and BGE.
-
BGE’s role: Invest $134 million in capital improvements + pay $1.5 million annually for maintenance during the first four years.
-
Change: BGE no longer pays the annual franchise fees (previously a multi-million-dollar source of funding for conduit upkeep).
-
Control shift: BGE has major authority over deciding which capital improvements get done.
Baltimore Under a Spell: Wes Moore’s Rise and the Key Bridge Collapse
During the Maryland gubernatorial race, I took to the internet to sound the alarm about what was coming. Once Barack Obama placed his hand on Wes Moore’s shoulder, I knew the outcome was sealed. In Maryland, that kind of endorsement carries a weight that feels less like political support and more like a spell cast over the voters. True to form, Marylanders turned out for Wes Moore, just as I predicted.
Wes Moore inheritted a well managed state county which included a $5.5 Bil surplus — In Baltimore he stepped into leadership at one of the city’s most critical and fragile times. The challenges were already immense: crime, corruption, decaying infrastructure, and deep economic disparity. Then came a moment that shocked the entire nation.
On March 26, 2024, the Francis Scott Key Bridge collapsed after being struck by the container ship Dali. The disaster shut down a vital artery of commerce and mobility, further crippling a city already under strain. In the aftermath, President Joe Biden committed federal resources to rebuild the bridge, promising that the federal government would cover the full cost of reconstruction. The bridge collapse wasn’t just an infrastructure crisis — it became a symbol of Baltimore’s fragility under leadership that many felt was more about appearances than preparedness. As it is with my experience in Baltimore unlike any city I have been to they only realize the made the wrong decision after they have been duped. They realized that while Moore projected confidence, the city was thrust into a situation that demanded far more than speeches and symbolism.
Mayor Brandon Scott has handed millions to Munsey and Safe Streets under his so-called Comprehensive Violence Prevention Plan, but Safe Streets is widely accused of harboring some of the biggest drug dealers in Baltimore. Instead of funding real public safety, Scott has defunded police while channeling taxpayer money into organizations tied to corruption and crime—turning prevention into profit for criminals.
